Developmental Editing (or Substantive Editing) is for material  in its first or second draft stage.  Revisions and suggestions are made to change the overall structure, concept, or message of the material.  Developmental editing helps to turn great ideas into great writing.

Copy Editing is for material that is farther along in the writing process.  Errors in grammar, syntax, and spelling are corrected.  The copy editing process helps material with several authors have one "voice".  Once material has been copy edited, it is ready for proofreading and layout.

Proofreading occurs at the very end of a project, usually just before material gets printed, or just after a sample version has been printed.  Material is reviewed with a fine-tooth comb to make sure it is completely free of errors.
